Does doing sets too quickly without enough rest in between hurt your progress if your goal is to add strength and muscle? When I was doing PHA it was a full body routine so I wasn't working the same muscles back to back therefore I didn't worry about resting the muscles before I worked them again. But I want to get back into my more focused strength training where I hit two or three body parts per day instead of an all over thing. I don't want to rest too long in between sets so that I don't get as good of a work out but I don't want to jump to another set too fast if that's even possible. What do you recommend?

If you're doing a split body routine you can do supersets of two different body parts to cut down on rest time. There is a technique in which you would do two exercises for the same muscle group back to back with no rest to really create a lot of lactic acid in the muscle, but I wouldn't do that for an entire workout.

Is it a bad idea to mix some cardio into the routine or should I just save it for the end of the workout?

Mixing cardio into your strength training is a great way to enhance the caloric expenditure of your workout. If you are going for heavy low rep sets for power then you should avoid adding extra so that you can fully recover for the next set, but otherwise have at it!
